HBCU Title III Association Purpose and Mission

◇ The National Association of HBCU Title III Administrators, Inc. (NAHBCUT3A) is organized to be a nonprofit association that represents the general concerns of Administrators of Title III, Part B Projects. The purpose of the Association is to provide professional development, information, technical assistance, and serve as an advocate to help advance/strengthen HBCU, CARES ACT, and HBGI programs authorized under the Higher Education Act. Furthermore, the Association will work to maintain a professional relationship with the U.S. Department of Education and to serve as a forum for discussion and dialogue on the regulations and policies relative to the implementation of programs and services.

◇ To preserve the integrity of our nation’s HBCUs through maximizing resources, establishing cooperative partnerships, and providing professional development for grant managers.

◇ To assist Title III Administrators in achieving the highest level of expertise and professionalism to assist their institutions in implementing grants effectively and efficiently and in accordance with federal guidelines.

The Purpose and History of Title III, Part B Programs

◇ This program provides financial assistance to Historically Black Colleges and Universities (HBCUs) to establish or strengthen their physical plants, financial management, academic resources, and endowment-building capacity. Activities may include: student services; educational equipment acquisition; facility renovation and construction; faculty and staff development; the establishment of a program of teacher education designed to qualify students to teach in public schools; the establishment of community outreach programs that will encourage elementary and secondary school students to develop the academic skills and the interest to pursue postsecondary education; the acquisition of real property in connection with the construction, renovation, or addition to or improvement of campus facilities; education or financial information designed to improve the financial literacy and economic literacy of students or the students’ families, especially with regard to student indebtedness and student assistance programs under Title IV; and services necessary for the implementation of projects or activities that are described in the grant application and that are approved, in advance, by the Department, except that not more than two percent of the grant amount may be used for this purpose.

◇ Funds may be used for the purchase, rental, or lease of scientific or laboratory equipment. Also supported are the construction, maintenance, renovation, and improvement of instruction facilities. Funds support faculty exchanges and the development of academic instruction in disciplines in which black Americans are underrepresented. Projects may support the purchase of library materials as well as tutoring, counseling, and student service programs. Also supported are: funds and administrative management; joint use of facilities; establishment or improvement of development offices; establishment or enhancement of programs of teacher education; establishment of outreach programs; and other activities that a grantee proposes in its application that contribute to carrying out the purposes of the program and are approved by the Secretary as part of the review and acceptance of the grant application.

◇ Dear Title III Community:

◇ It is a pleasure and an honor to serve as the President of the National Association of HBCU Title III Administrators, Inc. I express my sincere gratitude to each of you as you place your confidence in me to lead this prestigious organization. I willingly accept this call to serve and am committed to serving to the best of my ability. It is my goal to deliberately engage all members of the Association, taking care to make sure that the members’ highest priority needs are served. I have by way of accepting this position committed myself to being a leader who shares power, puts the needs of others first, and helps members develop and perform as effectively as possible. That is truly my goal.

◇ I value diverse opinions; will cultivate a culture of trust; will assist in developing leaders within our community; will encourage members; will sell instead of telling; will think you, not me; and will definitely think long-term. Thus, I stand on my platform of (1) Strong Advocacy for HBCU Title III Administrators, focusing on outstanding credibility, enhanced interpersonal skills and increased knowledge; (2) Sound Professional Development for Title III Administrators, focusing on establishing and preserving the integrity of the Association, technical training on the law, regulations, and grants management/fiscal responsibility, accountability, and stewardship; and (3) Amicable Relationships with the Department of Education’s Institutional Service Program Staff and HBCU Advocates and Supporters, avoiding pushback from Department Of Education leadership and aggressive behavior as a membership and establishing partnerships, creating better communication, and building relationships.

◇ The three principles that guide my efforts are as follows: Collaboration, Cooperation, and Congeniality. As I stand on the shoulders of the leadership that has come before me, I seek to move this great organization forward. I stand ready to accept the advice and guidance of our Presidents’ Advisory Board and honor their support, and welcome the advocacy of this group, as well as NAFEO, UNCF, and the Thurgood Marshall Foundation. I believe the new Executive Committee stands ready to conduct the necessary business of the Association and to serve the entire Title III community, as we work together for the good of the whole. I believe it is our time! Let us come together, work together, and succeed together!
